What you get, who can apply and how to apply

A reimbursement under the Uttar Pradesh Startup Policy 2026. Startups receive back the costs they incurred for quality certification or patent filing, on a slab basis. The 2020 policy handled Indian and international patents separately. UPLC processes it as the nodal agency.

What you get

How selection works: For the first slab, the Policy Implementation Unit approves on the recommendation of the Startup Review Committee of Experts.

How to apply: Apply through the state startup portal after your startup has received recognition. No fixed deadline is published.

About UP Electronics Corporation Ltd (UPLC)

U.P. Electronics Corporation Limited, known as UPLC, is a company owned by the Government of Uttar Pradesh. It works under the state's Department of IT & Electronics and has its office at Navchetna Kendra, 10 Ashok Marg, Lucknow. For founders, its main role is as the nodal agency that processes the incentives under the Uttar Pradesh Startup Policy.

UPLC does not run its own incubator or accelerator. The startup money and reimbursements described below are state policy incentives, and UPLC handles them as the agency in charge. The incentives are applied for through the state startup portal, StartinUP, which now carries a banner saying it is becoming the UP Startup Mission.

What UPLC is

UPLC is a company registered under the Companies Act, 1956. It was incorporated on 30 March 1974 and describes itself as the nodal agency of the Government of Uttar Pradesh for promoting and developing the electronics and information technology sector in the state. Its site also writes the name as Uttar Pradesh Electronics Corporation Ltd.

How the startup incentives work

The state policy offers several kinds of support, and UPLC is the agency that handles them. The four main ones are written up as programmes on this page.

A sustenance allowance is paid on a quarterly basis to startups that are at or before the prototype stage. A one-time prototype grant helps a startup build its prototype. It is paid in two tranches, with most released upfront and the rest paid on a reimbursement basis, after the proposal is evaluated by the Startup Review Committee of Experts. Seed capital assistance supports product refinement, testing, marketing and the launch of a minimum viable product. A fourth incentive reimburses the cost of quality certification and patent filing, using a slab-based approach.

The Mission site also lists three further items. A matching grant gives scale-up support against external investment a startup has raised. An event grant reimburses expenses for taking part in national and international events. A state startup fund of funds invests through SEBI-registered daughter funds. These are listed on the state schemes page, and we have not written them up as separate programmes.

The portal states that applicants apply for financial incentives only after receiving recognition. We could not log in to the portal, so we cannot say whether applications are open today. No fixed deadline or intake window is published.

Two versions of the policy are on the web

This is the part founders most often get wrong, so it is set out plainly.

UPLC's own policy page and the StartinUP site still describe the 2020 policy. Under it, the sustenance allowance runs for one year, and patent reimbursement has separate arrangements for Indian and international patents. The UP Startup Mission site and the 2026 policy document describe a newer structure. Sustenance runs for two years, and quality certification and patent filing are combined into a single slab scheme.

The 2026 document says the 2020 provisions stay in effect until the Uttar Pradesh Startup Policy 2026 is notified. We did not find a notification date, so we cannot say from the published text which version applies today. Check the current terms on the Mission portal before you plan around any of the details. The payment figures on both sites differ, which is why none appear here.

Who runs the programme, and for how long

StartinUP says UPLC was nominated to ensure effective implementation of the Startup Policy 2020. The 2026 policy says UPLC continues as nodal agency until the UP Startup Mission is established and becomes operational. So UPLC's role is time-limited and may change soon. The Mission site still says its content is published and managed by UPLC.

Scale of the state ecosystem

The portals publish counts for the whole state startup ecosystem, not for UPLC alone. They are undated and self-reported, and the sites do not agree.

UPLC's own policy page, headed as of June 2025, shows more than 14,000 startups recognised under Startup India, 71 recognised incubators and 7 Centres of Excellence. The StartinUP home page shows 24,840 Startup India recognised startups, 2,314 StartInUP recognised startups, 88 recognised incubators and 7 Centres of Excellence approved. The Mission home page shows 24,840 DPIIT recognised startups registered on the platform, 3,921 women-led startups and 1,369 student startups. The gap between the two incubator and startup counts may be only the time between snapshots.

Where UPLC is

UPLC is in Lucknow, on the first floor at Navchetna Kendra, 10 Ashok Marg, pincode 226001. The startup-policy helpdesk can be reached at info@itpolicyup.gov.in.

What we could not confirm

We did not read the full 2026 policy in its Hindi half, and we did not read the government orders on UPLC's site, which are scanned Hindi documents. Eligibility conditions beyond registration on the StartinUP platform, such as incubator recommendation rules or extra support for particular groups, should be read from the current policy document and not taken from this page.
