About this subsidy
The Employment Subsidy Scheme, 2017, initiated by the Department of Industries, Government of Goa, is a strategic incentive program designed to bolster industrial growth and foster local employment within the state. This scheme primarily targets Micro, Small, Medium, and Large manufacturing industries, as well as Hinterland Eco-tourism projects operating in Goa. Its core objective is to create an attractive investment climate, enhance the competitiveness of existing businesses, and significantly boost the employment of Goan citizens. By offering a proportional subsidy directly linked to the percentage of Goan manpower hired, the scheme incentivizes businesses to integrate local talent into their workforce. This measure not only supports the state's economic development but also ensures that the benefits of industrial growth are shared directly with the local population through job creation. The program aims to strengthen the economic fabric of Goa by supporting businesses that commit to local employment, thereby contributing to sustainable development and reducing unemployment in the region.

For Micro, Small, Medium enterprises and eco-tourism projects, the total eligible wages are restricted to 50% before applying the reimbursement ratio, while for Large enterprises, this restriction is 25%. Timelines & Process
Selection Process
While the scheme guidelines do not detail a competitive 'selection' process in the traditional sense, applications for subsidy claims are reviewed by the Directorate of Industries, Trade and Commerce (DITC). The DITC is responsible for verifying the eligibility of the applicant enterprise and the Goan employees claimed for subsidy. This involves assessing compliance with criteria such as classification as a manufacturing industry or eco-tourism project, adherence to Goan manpower percentage, employee age and salary conditions, and ensuring no duplicate benefits are claimed under other government schemes. The enterprise must also permit inspections by DITC officials to verify records and employee details. Approval for the subsidy is based on meeting all specified conditions and the availability of budgetary allocation.
