About this subsidy
Clause 12.9 of Punjab's Industrial and Business Development Policy 2022 waives two of the standing statutory charges on converting a site to industrial use. Units in the State's notified thrust sectors — MSME and large alike — get a 100% exemption from, or reimbursement of, Change of Land Use (CLU) charges and External Development Charges (EDC). These are levied per acre at the point a project takes possession of land outside a developed industrial estate, and for a greenfield project they are among the first large cheques a promoter has to write. Removing them makes setting up on private land materially cheaper.
