Quick Answer
Eligible Punjab units get 100% exemption or reimbursement of CLU and EDC charges under the Industrial and Business Development Policy 2022.
About this subsidy
Punjab's Industrial and Business Development Policy 2022 gives eligible units a 100% exemption from — or reimbursement of — Change of Land Use (CLU) and External Development Charges (EDC) levied when industrial land is converted and developed. For a unit buying or converting land for a plant, these are usually among the largest one-time statutory outflows before construction begins, so removing them lowers the upfront project cost rather than the running cost. Where the charges have already been deposited, the benefit is delivered as a reimbursement instead of an upfront waiver.
