Punjab's Industrial and Business Development Policy 2022 offers new Ultra Mega Projects a special power tariff of Rs. 5.50 per KVAh for 5 years from the date of release of the permanent power connection — one year longer than the mega project window. For a plant running at high load factor the recurring tariff saving typically outweighs one-time capital concessions, and because the clock starts at the permanent connection rather than at commercial production, connection timing is worth sequencing with commissioning.
