About this subsidy
Clause 12.8 D 16 of Punjab's Industrial and Business Development Policy 2022 makes quality certification effectively free for MSMEs in the state. The State reimburses 100% of the expenditure incurred on all quality certifications — ISO-type standards, product certifications and the Ministry of MSME's ZED (Zero Defect Zero Effect) certification — subject to an overall ceiling of ₹10 lakh per unit. Certification cost is one of the standard blockers stopping a small manufacturer from bidding for institutional or export orders, and this incentive removes it: the unit pays the certifying body, then claims the full amount back from the department.
