Quick Answer
Anchor units in Punjab get 100% of net SGST reimbursed for 15 years, up to 200% of fixed capital investment.
About this subsidy
Clause 12.9 of Punjab's Industrial and Business Development Policy 2022 reserves its largest investment subsidy for Anchor Units — the flagship projects the State uses to seed an industrial ecosystem. An anchor unit receives 100% reimbursement of net SGST for 15 years from the date of commercial production, subject to a ceiling of 200% of Fixed Capital Investment. This replaces, rather than adds to, the investment subsidy specified for the other categories of unit. At 200% of FCI over a decade and a half it is by some distance the most valuable line in the policy, and it is why anchor status is negotiated at the project-approval stage rather than claimed later.

What You Get
Full reimbursement of net SGST for 15 years from commercial production, with a cumulative ceiling of 200% of Fixed Capital Investment — twice what the unit put into land, building and plant. The clause is explicit that this is given in place of the investment subsidy specified for other categories of unit, so an anchor unit takes this track rather than stacking both. Payments are periodic reimbursements against filed returns.

Selection Process
Anchor Unit status is granted by the State at project approval on the basis of investment size and ecosystem impact. Once granted, reimbursement itself is non-competitive: the department verifies FCI and net SGST each period and releases the amount within the 200% cap.
