About this subsidy
New MSMEs in Uttar Pradesh get a capital subsidy under the Investment Promotion Assistance (IPA) of the Uttar Pradesh MSME Promotion Policy 2022. It is based on your fixed capital investment in plant, machinery, equipment and related buildings. Land cost is excluded.
The rate depends on the region. Micro units get 25% in Bundelkhand and Purvanchal and 20% in Madhyanchal and Paschimanchal. Small units get 20% and 15%. Medium units get 15% and 10%. Enterprises promoted by Scheduled Caste, Scheduled Tribe and women entrepreneurs get an additional 2%. The maximum is ₹4 crore per unit.
The subsidy is paid in two equal instalments. The first comes on partial project progress, such as building completion. The second comes when the unit reaches at least 50% of its commercial production capacity.

Selection Process
Applications for the Investment Promotion Assistance are typically reviewed by a dedicated committee comprising officials from the Department of MSME, Government of Uttar Pradesh, and other relevant state agencies responsible for industrial development. The initial screening process involves a thorough verification of the applicant's eligibility as a new MSME, confirming their establishment within the state and adherence to the MSME definitions. This also includes assessing the nature and documentation of the fixed capital investment to ensure it aligns with eligible categories, excluding land costs. Subsequently, for the release of installments, the reported progress of the project and the achievement of commercial production capacity are verified. This verification may involve site visits by technical experts or documentary evidence review to ensure the unit is operational and meeting its stated objectives before the disbursement of funds. The entire process aims to ensure compliance with the policy objectives, transparent utilization of public funds, and promotion of genuine industrial growth.

What types of investments are covered by the subsidy?
The subsidy is applicable to investments made in fixed capital assets such as plant, machinery, equipment, and related building construction. The cost of land for the project is explicitly excluded from the eligible investment for subsidy calculation. This focus ensures support for tangible operational assets.
What is the maximum subsidy amount I can receive?
The assistance has a ceiling of ₹4 crore per unit, regardless of the percentage of fixed capital investment. This cap ensures that the benefits are distributed equitably while still providing substantial support for large-scale investments.
Are there additional benefits for specific categories of entrepreneurs?
Yes, an additional 2% Investment Promotion Assistance is provided to enterprises promoted by Scheduled Caste, Scheduled Tribe, and women entrepreneurs. This additional support is offered over and above the standard regional and unit-type based percentages, promoting inclusive entrepreneurship in the state.
How is the subsidy disbursed?
The assistance is paid in two equal installments. The first installment is released upon partial progress of the project, such as the completion of the building or significant infrastructure development. The second installment is provided once the unit achieves at least 50% of its commercial production capacity, ensuring performance-linked disbursement.
What are the different subsidy percentages based on region and unit type?

For Small units: 20% in Bundelkhand and Purvanchal, 15% in Madhyanchal and Paschimanchal. For Medium units: 15% in Bundelkhand and Purvanchal, 10% in Madhyanchal and Paschimanchal.
