Funding Facilitation: Curated connections to late-stage Venture Capitalists (VCs), strategic industry partners, and government grant agencies (e.g., BIRAC, Startup India Seed Fund Scheme) through organized investor demo days and networking opportunities.
Cost Structure: The program is offered with zero upfront cost to participating innovators. However, to ensure long-term sustainability and align with state innovation objectives, a success-linked revenue-sharing mechanism is in place. Upon commercial launch, participating academic/research institutions may receive up to 10% of the Gross Annual Revenue (GAR, post-tax) from product sales for a maximum of ten years. Additionally, UP Promote Pharma Council will receive up to 5% of the GAR (post-tax). Collaborating institutions and contributors are also eligible for royalty payments of up to 20% from IP monetization, based on documented contributions.

Selection Process
The Med-Tech Launcher Program employs a rigorous, transparent, and objective selection process designed to identify high-potential medical devices and In-Vitro Diagnostics (IVDs) at advanced technological maturity (TRL 7-9). The process begins with an initial online application and screening for adherence to basic eligibility criteria. Subsequently, applications undergo a detailed review by a diverse panel comprising MedTech specialists, clinicians from the identified medical institutions, regulatory affairs experts, and business development professionals. Scoring is based on clinical impact, technical maturity, market potential, regulatory feasibility, Intellectual Property (IP) strength, and team capabilities. Shortlisted applicants are then invited for in-depth interviews with the Apex Screening Board. This board is chaired by the Managing Director of UP Promote Pharma Council and includes representation from the Department of FSDA, NIPER Raebareli, CSIR-CDRI, NIB, IITs, and subject matter experts from identified medical institutions and industry associations. During interviews, detailed technical and commercial discussions are held, team dynamics are assessed, and claims are verified. Institutional clinical experts also evaluate the innovation's integration feasibility into clinical settings. The final selection is based on cumulative scores and panel consensus, prioritizing solutions with a clear pathway to addressing unmet clinical needs in Uttar Pradesh and a high probability of successful clinical validation, regulatory approval, and commercialization.
