Quick Answer
HSFDC bank-linked loan for SC Haryana residents (18–55, family income up to ₹3 lakh) starting a small industrial unit: projects up to ₹1.5 lakh, 50% subsidy up to ₹50,000.
About this loan
The Haryana Scheduled Castes Finance and Development Corporation (HSFDC) runs this scheme with partner banks for Scheduled Caste families in Haryana. It funds small industrial units such as carpentry, leather and leather goods, handloom, flour mills, welding, soap making and candle making, or any other viable activity.
The project can cost up to ₹1,50,000. HSFDC gives a subsidy of 50% of the project cost, up to ₹50,000, to applicants whose annual family income verified in the Parivar Pehchan Patra (PPP) is up to ₹3 lakh. HSFDC also lends margin money of 10% of the project cost at 4% a year. A partner bank lends the rest at its own interest rate, and the loan is paid to the seller of the assets against the quotation you submit.
You must be a permanent resident of Haryana from a Scheduled Caste, aged 18 to 55, with PPP-verified annual family income of up to ₹3 lakh (rural or urban). There is no BPL-card requirement. Cases are approved at the District Manager level.

What You Get
- Project cost: up to ₹1,50,000.
- Subsidy: 50% of the project cost, up to ₹50,000, for applicants whose PPP-verified annual family income is up to ₹3 lakh.
- Margin money: 10% of the project cost from HSFDC, at 4% a year (4% a year extra if you default).
- Bank loan: the rest, from a partner bank at its own interest rate, paid to the seller of the assets against your quotation.
- Repaying HSFDC's margin money: interest starts on the disbursement date; instalments start after a 180-day moratorium; the term is 1,826 days (about 5 years). The bank sets its own terms for its loan.
Example (simple arithmetic): on a ₹1,50,000 project, 50% would be ₹75,000, so the subsidy stops at its ₹50,000 cap; margin money is ₹15,000; the bank lends the remaining ₹85,000.

Selection Process
HSFDC field staff verify each applicant's eligibility: Haryana residence, Scheduled Caste status, age, PPP-verified family income, no defaults and no similar existing unit. Cases are approved at the District Manager level and then sponsored to a partner bank, which sanctions its loan under its own lending policy. First-time applicants get priority.

Frequently Asked Questions
Who can apply for the Industrial Sector Scheme?
Permanent residents of Haryana from a Scheduled Caste, aged 18 to 55, whose annual family income verified in the Parivar Pehchan Patra is up to ₹3 lakh (rural or urban). You must not be a defaulter of HSFDC or a bank, must not already run a similar unit, and should know the activity well. First-time applicants get priority.
Do I need a BPL card?
No. HSFDC's current scheme page does not ask for BPL status. The test is a Scheduled Caste applicant with PPP-verified annual family income of up to ₹3 lakh. Older descriptions that mention a BPL card or a ₹1.8 lakh income limit are out of date.
What activities qualify?
Small industrial units such as carpentry, leather and leather goods, handloom, flour mills, welding, soap making and candle making, or any other viable activity.
How much support can I get?
Projects can cost up to ₹1,50,000. HSFDC gives a subsidy of 50% of the project cost, up to ₹50,000, for families with PPP-verified income up to ₹3 lakh, plus margin money of 10% of the project cost at 4% a year. A partner bank lends the rest at its own rate.
What are the interest and repayment terms?
HSFDC charges 4% a year on its margin money (and 4% a year extra on default). Interest starts on the disbursement date, instalments start after a 180-day moratorium, and the term is 1,826 days (about 5 years). The bank charges interest on its loan under its own lending policy.
Which documents do I need?
Aadhaar card, SC certificate, Parivar Pehchan Patra, PAN card, and the bank passbook account-details page or a cancelled cheque. Keep a quotation for the assets ready too, since the loan is paid to the seller against it.
When and where do I apply?
Register at https://hscfdc.org.in/appreg with your PPP family ID and an OTP, and log in later at https://hscfdc.org.in/site/login. The portal opens in windows; HSFDC's latest notice says it opened for registration and submission on 6 October 2026. You can also apply at credit camps and open darbars held in your district.
