Standing programmes at Commissionerate of Industries, Government of Telangana, separate from the funding calls above.

These are the incentive categories of the Telangana MSME Policy 2024, which runs from 18 September 2024 to 31 March 2029. Each one pays you back after you have spent the money. None is an upfront grant, and none is aimed at startups as such. Larger and older units are on the earlier T-IDEA and T-PRIDE schemes.

Pays back the stamp duty and transfer duty an eligible MSME paid when it bought land for industrial use.

Best for: New MSMEs in Telangana that bought land for a factory or other industrial use.

  • Early revenue – Growth
What you get, who can apply and how to apply

This is a reimbursement of duty you have already paid, not an upfront grant. The guidelines also cover stamp duty on leasing land, sheds or buildings and on mortgage and hypothecation deeds.

What you get

  • Reimbursement of the stamp duty and transfer duty paid on buying land meant for industrial use
  • The guidelines extend the same relief to duty on lease deeds and on mortgage and hypothecation deeds

Who can apply

  • A micro, small or medium enterprise in Telangana, set up or expanded under the MSME Policy 2024
  • Located outside Greater Hyderabad Municipal Corporation limits, with exceptions set out in the guidelines
  • Benefits are counted from the date the unit starts commercial production, and the scheme runs from 18 September 2024 to 31 March 2029
  • Duty that was already concessioned earlier cannot be claimed again

How selection works: The General Manager of the District Industries Centre verifies the documents and inspects the unit. For larger investments in plant and machinery, the General Manager recommends the claim to the Commissioner of Industries for sanction. Payment comes after the spend, not before.

How to apply: File the incentive claim on the TG-iPASS portal, which handles the claim online from start to finish. Questions go to coi.inds@telangana.gov.in.

How to apply to Commissionerate of Industries, Government of Telangana

Pick the right category

  • Start with who owns the unit. General-category, women-owned and SC, ST or PwD units have different schedules.
  • Check your enterprise size class first. Some categories are for micro and small units only, and others for medium units.
  • Manufacturing and service units use different schedules for the SC, ST and PwD investment subsidy. Services are limited to the listed service activities.
  • Large and mega industries are routed to the earlier T-IDEA and T-PRIDE schemes, not this one.

How applications work

  • Every claim is filed by the enterprise on the TG-iPASS portal.
  • The District Industries Centre General Manager verifies your documents and inspects the unit.
  • For larger investments in plant and machinery, the General Manager recommends the claim to the Commissioner for sanction.
  • Everything is paid after you spend, so keep receipts, duty payment proof, loan statements and certificates in order from day one.

Timing

  • Benefits run from the date the unit starts commercial production, and the scheme runs from 18 September 2024 to 31 March 2029.
  • You cannot claim before the unit is in production.
  • Some claims, such as stamp duty and land cost, have their own filing time limits in the guidelines. Read them early and plan around them.

Before you plan around it

  • This is an MSME scheme and not a startup programme. Check that your activity is eligible before you count on the money.
  • Units inside Greater Hyderabad Municipal Corporation limits are generally excluded, with exceptions in the guidelines.
  • Ask the office on coi.inds@telangana.gov.in or your District Industries Centre if the guidelines are unclear.

About Commissionerate of Industries, Government of Telangana

The Commissionerate of Industries is the Telangana government's industries office, based at Abids in Hyderabad and part of the Industries & Commerce Department. The department's website is titled Telangana Industries Department, its contacts page calls the office the Directorate of Industries, and the 2024 incentive guidelines call its head the Commissioner of Industries. These are the same office under three names. For MSMEs, it administers the incentive scheme under the Telangana MSME Policy 2024.

What it does for MSMEs

The main thing a founder can get from this office is money back on costs already incurred. The MSME Policy 2024 incentive scheme works as reimbursements and subsidies paid after the spend. Nothing in it is paid upfront as a grant. The scheme covers eligible micro, small and medium enterprises across Telangana and operates from 18 September 2024 to 31 March 2029, with changes that may be made from time to time.

The incentive categories are stamp duty and transfer duty on land, land cost and land conversion charges, power cost, an investment subsidy on fixed capital, an extra investment subsidy for women-owned units, a higher-rate investment subsidy for SC, ST and PwD entrepreneurs, net State GST, interest on term loans under the Pavala Vaddi scheme, skill upgradation and training, quality and ZED certification and patent registration, cleaner production, and a contribution to infrastructure through the Industrial Infrastructure Development Fund.

Is it for startups?

Not as a startup programme. The scheme is written for MSMEs, and the guidelines do not set aside any track for startups. A startup that makes goods or runs a listed service activity in Telangana can claim as an MSME like any other enterprise. A software or services startup should check the guidelines for the list of eligible service activities before planning around any of this. The department's site links out to T-Hub, WE Hub and the Telangana State Innovation Cell, which are separate bodies, and startup support should be sought from them rather than from this office.

Who can claim

The scheme covers eligible micro, small and medium enterprises in the whole state, except within the limits of the Greater Hyderabad Municipal Corporation. The guidelines set out exceptions to that exclusion, so a unit near Hyderabad should read them. The benefits are tied to the date a unit starts commercial production, so you cannot claim before the unit is running. Enterprise size classes are defined by investment in plant and machinery and by turnover.

Some categories differ by who owns the enterprise. Women-owned micro and small enterprises get an extra investment subsidy. SC, ST and PwD entrepreneurs get higher rates on capital investment, land cost, power and certification, with separate schedules for manufacturing and services. Large and mega industries are not on this scheme; the guidelines send them to the earlier T-IDEA and T-PRIDE schemes of 2014.

How a claim works

Claims are filed by the enterprise on the TG-iPASS portal. The General Manager of the District Industries Centre in the unit's district verifies the documents and checks the unit in person. For enterprises with larger investment in plant and machinery, the General Manager recommends the claim to the Commissioner for sanction. The guidelines set time limits and annexures for some claims, such as stamp duty and land cost, so read the relevant part before you file.

How to apply, in short: get the unit into production, collect the paid-duty and expense documents for the category, file the claim on TG-iPASS, and be ready for a site visit from the District Industries Centre. Questions about a claim can go to the Director of Industries' office at coi.inds@telangana.gov.in.

Other schemes on the department's site

The department's home page also links to the T-IDEA and T-PRIDE schemes of 2014, the Telangana Industrial Policy notes, sector policies for textiles, food processing and solar power, and quick-links to RAMP Telangana (Raising and Accelerating MSME Performance), One District One Product, District Export Action Plans, TG-iPASS, TGIIC and TIHCL. We have not read the sector policies or the T-IDEA and T-PRIDE scheme text, so this page does not describe them. The department's pages do not give an application route for RAMP or One District One Product.

Locations and contacts

The state office is at the Directorate of Industries, Chirag Ali Lane, Abids, Hyderabad 500001. Day-to-day work happens in the District Industries Centres, each led by a General Manager; the department's key contacts page lists them district by district. The department's own pages give different district counts: its state profile page lists 31 districts, while its export action plan page lists 33. If you are unsure which district office covers your unit, ask the state office.

Names and policy years

Two things on the department's site can confuse a reader. First, its home page still links the earlier industrial policy documents beside the MSME Policy 2024, which is the one the incentive guidelines operate under. Second, the office is called by three names across its pages. When you search for a form or a contact, any of "Commissionerate of Industries", "Directorate of Industries" or "Telangana Industries Department" may be the right one.
