How to apply to Department of Industries, Government of Arunachal Pradesh
Choosing the right incentive
- Start by working out whether your unit counts as new, a substantial expansion, or an existing unit. Several incentives are open only to some of these.
- Pollution control devices are for existing units only. Export transport and export samples need registration as an export unit.
- Air freight support and export support cannot be taken together. Pick one.
- Single mothers, widows and persons with a stated minimum disability have a separate project-report fee reimbursement.
- The department has no startup-specific scheme. A tech-oriented service startup can qualify only as a service unit under the policy.
How applications work
- Register the unit under the 2025 policy at the District Industries Centre in your district before you claim anything.
- File each incentive claim separately in the prescribed format, with certified documents, after commercial production starts.
- Pay for plant, machinery and other claimed items by bank transfer. Cash payments make a claim ineligible.
- Udyam Mitras are meant to be the first point of contact in each district.
Check these dates before you invest
- New units need commercial production on or after 1 April 2025, a new GSTIN registered on or after 2 April 2025, and plant and machinery invoices dated on or after 2 April 2025.
- A unit already receiving benefits under the 2020 policy cannot move to the 2025 policy.
- Registration under the policy runs for three years from notification, to about April 2028, unless extended.
How selection works
- The District Industries Centre and the Directorate of Industries verify claims, and the State Level Committee gives final approval.
- Incentives are not a right. The department can amend or withdraw them.
- A unit must employ Arunachal Pradesh Scheduled Tribe staff in set proportions within three years of starting production.
Central scheme to check separately
- The department's home page points entrepreneurs to the central UNNATI 2024 scheme run by DPIIT. The DPIIT portal itself says registration of further applications has been stopped because applications exceeded the funding for the states. Check the portal before planning around it.
About Department of Industries, Government of Arunachal Pradesh
The Department of Industries, Government of Arunachal Pradesh, is the state government's department for industrial development, based in Itanagar. Its main offer to founders is the Arunachal Pradesh Industrial Development and Investment Policy, 2025, a set of subsidies, reimbursements and tax benefits for industrial units set up in the state. It works through District Industries Centres, and there is no startup-specific scheme on its site.
How the incentives work
The policy was notified on 2 April 2025 and took effect from 1 April 2025. It repealed the State Industrial and Investment Policy 2020. Each incentive is claimed separately, after the unit has started commercial production. The categories are: a capital investment subsidy on plant and machinery or on buildings and durable assets, in two investment bands; interest subvention on term loans and on working-capital loans, each for up to five consecutive years; reimbursement of stamp duty and registration fees for units on government industrial land; a per-unit power subsidy applied on the electricity bill; reimbursement of net State GST and a VAT exemption, each for seven years; green incentives for renewable energy, wastewater recycling, pollution control devices and electric load carriers; support for quality certification and in-house testing; reimbursement of common facility centre usage in selected sectors; air freight and export transport support; and a project-report fee reimbursement for single mothers, widows and persons with disabilities.
Two of these are not payments. Interest subvention reimburses part of the interest on a loan from a bank, and the unit still pays a minimum rate itself. The VAT exemption is a tax exemption. None of them is a grant.
Who can apply
Eligible units are new manufacturing units outside the Negative List, new service units on the Positive List, and existing units doing a substantial expansion, meaning an additional investment of at least a quarter of what the unit has already invested. For specified incentives, existing units without an expansion can also claim. The policy's service-unit rules give tech-oriented startups in education, primary healthcare, agriculture and green innovations as examples of eligible service units.
A new unit must have started commercial production on or after 1 April 2025. It needs a new GSTIN registered on or after 2 April 2025, and it cannot use the GSTIN of an existing unit. Its plant and machinery invoices must be dated on or after 2 April 2025. Units that are already receiving benefits under the 2020 policy cannot take benefits under the 2025 policy, and units getting similar incentives under other state or central schemes are not eligible for the same incentive here.
Only units set up in Arunachal Pradesh and registered with the Department of Industries can claim. The policy also expects a unit to employ Arunachal Pradesh Scheduled Tribe staff within three years of starting production: at least 20% of managerial staff and 30% of non-managerial staff.
How to register and claim
A unit registers under the policy with the Department of Industries, using the registration form submitted through the District Industries Centre with its project report and land documents. After inspection the unit receives a registration certificate. Once production begins, the unit files each incentive claim in the prescribed format at the District Industries Centre, with the supporting documents. All payments that form part of a claim must go through bank transfer, and cash payments make a claim ineligible.
The District Industries Centre and the Directorate of Industries verify the claim, and the State Level Committee gives final approval. The policy promises an online Single Window System covering every stage from registration to disbursal. We did not find a portal address for it on the department's site.
What the department also runs
Under the state's business allocation rules the department handles major and medium industries, the promotion of small-scale industries, and industrial estates, growth centres and District Industries Centres. The policy gives different counts of industrial estates in different chapters: nine operational industrial areas and nine estates in one place, seventeen estates in another. The department also covers factories and boilers, and its site lists district resource persons for the PMFME scheme. Its download page still carries claim formats for an older central scheme from 2007 and a transport subsidy, so treat those pages as older than the 2025 policy.
Udyam Mitra facilitators are being engaged as the first point of contact for MSMEs, informal enterprises and self-help groups. The department advertised thirteen one-year contract posts in January 2026.
How long the policy lasts
The notification says the policy stays in force until further orders. A separate clause gives a registration period of three years from notification unless the government extends it, which by arithmetic runs to about April 2028. We found no extension or newer policy. The guidelines state that incentives cannot be claimed as a matter of right, and the department reserves the right to amend or withdraw any incentive.
Scale
The policy lists 18,125 micro and small enterprises registered in Arunachal Pradesh, from the Udyam portal, along with 5 large units, 16 medium manufacturing enterprises and 19 medium service enterprises. The figures are undated in the policy, which is from April 2025.
Where it is
The department sits in Itanagar, and claims are filed at the District Industries Centre in the unit's district. We did not find a street address or a general enquiry email on the site.
